DATABASE DEVELOPER (AWS / DATA ENGINEERING)

Salary Range:  $120,000 - $150,000 year

Position Overview

We are seeking a Database Developer / Data Engineer to support the design, development, and sustainment of a cloud-based low-code Business Orchestration and Automation Technologies (BOAT) platform. This role will focus on designing scalable data models, enabling data exchange across multiple systems, and supporting workflow-driven applications in a secure, Agile DevSecOps environment.

The ideal candidate has experience supporting case management or workflow-based systems, working with API-driven integrations, and operating within AWS cloud environments aligned to federal security and compliance standards.

Work Location: This position is primarily remote; however, candidates must reside within the Washington, DC / Maryland / Northern Virginia (DMV) area and be able to report onsite to an Agency Headquarters in Washington, DC within one (1) business day as required.

Key Responsibilities

Data Architecture & Modeling

  • Design and implement relational and semi-structured data models to support case management, workflow processing, and reporting
  • Define schemas supporting high-field datasets (100+ attributes per record) and document metadata
  • Support data normalization, indexing strategies, and performance optimization

Data Integration & Exchange

  • Develop and support API-based and batch data integrations across multiple systems (internal and external)
  • Enable ingestion and processing of:
  • Structured data (CSV, XML, JSON)
  • Unstructured data (documents, attachments)
  • Support real-time and asynchronous data flows, including validation and transformation

Cloud Data Engineering (AWS)

  • Design and manage data storage solutions using services such as:
  • Amazon RDS / Aurora (PostgreSQL)
  • Amazon S3 (object storage for documents/files)
  • AWS Lambda (data processing)
  • API Gateway (data exchange endpoints)
  • Support secure data access patterns and encryption (at rest/in transit using KMS, TLS)

DevSecOps & Automation

  • Participate in CI/CD pipelines supporting database deployments and schema updates
  • Implement automated data validation, testing, and migration scripts
  • Support version control and configuration management for database artifacts

Security & Compliance

  • Ensure compliance with federal security standards (e.g., NIST 800-53, FISMA Moderate)
  • Support Authority to Operate (ATO) activities, including:
  • Data classification
  • Audit logging
  • Access controls (RBAC)
  • Implement data governance and integrity controls

Performance & Operations

  • Monitor and optimize database performance, including query tuning and indexing
  • Support high-volume transaction processing and concurrent users
  • Participate in troubleshooting, incident response, and ongoing O&M activities

Required Qualifications

  • 5+ years of experience in database development or data engineering
  • Experience with cloud-based data platforms (AWS preferred)
  • Strong SQL skills and experience with relational databases (PostgreSQL, Oracle, or similar)
  • Experience with data integration (APIs, ETL, batch processing)
  • Familiarity with Agile and DevSecOps environments
  • Experience supporting systems with complex data models and workflow-driven processing

Preferred Qualifications

  • Experience with low-code platforms (Unqork, Appian, ServiceNow, Mendix, etc.)
  • Experience supporting case management or workflow-based applications
  • Knowledge of AWS services (RDS, S3, Lambda, API Gateway)
  • Experience in federal environments (DOL, DOT, or similar)
  • Familiarity with data security, ATO processes, and compliance frameworks
  • Experience with reporting tools or data visualization platforms (Power BI, Tableau)
  • Knowledge of NoSQL databases or data lakes

Security Requirements:

  • Must be able to obtain and maintain a Public Trust clearance (Tier 2 / SF-85P)
  • Must be eligible to work on federal systems containing Sensitive Personally Identifiable Information (PII)
  • Must complete required background investigation and security forms within required timelines
  • Must comply with all federal security, privacy, and data protection requirements
  • Must complete annual security awareness training and adhere to federal rules of conduct
