Project Manager

Salary Range:  $150000.00 - $180000.00 year

Position Summary

The Project Manager serves as the direct liaison to the Federal product team and is responsible for the supervision and management of all contractor personnel supporting the IT Support Services contract. The PM is accountable for overall contract performance, deliverable quality, schedule adherence, COR communication, risk management, and coordination across the RJIT Solutions team. This is a Key Personnel position; no substitution is permitted during the first 90 days of the contract except in cases of illness, death, or termination of employment.

Essential Responsibilities

•  Serve as the single point of accountability for contract performance, deliverable quality, and schedule compliance across all CLINs and application domains.

•  Function as primary liaison with the Federal Contracting Officer's Representative (COR) and, when appropriate, the Contracting Officer (CO).

•  Attend all scheduled weekly meetings, monthly business owner meetings, and respond to unscheduled meetings with 4-hour notice as required by SOW Section 4.5.

•  Prepare and submit bi-weekly status reports to the COR covering ticket progress, sprint completion, security patching status, risk/issue log, and upcoming milestones.

•  Deliver the Project Contact Directory within 5 business days of contract award and maintain it throughout the period of performance.

•  Develop and submit the initial project schedule within 15 business days of contract award.

•  Document all meeting minutes within 1 business day of each meeting and distribute to the COR.

•  Manage the risk register, escalation procedures, and issue resolution process across the contractor team.

•  Oversee teaming arrangement with Jazz Solutions, ensuring unified management and seamless integration of all team members regardless of employer.

•  Monitor compliance with all QASP performance standards and ensure remediation of any performance gaps.

•  Coordinate transition activities during the first 60 days of the contract and transition-out activities at the end of the period of performance.

•  Ensure timely and accurate invoicing in accordance with FAR 52.232-33 and FEC invoicing procedures.

•  Manage subcontractor performance, invoicing, and coordination with Jazz Solutions leadership.

Required Qualifications

•  Education: Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or related field from an accredited institution. Master's degree preferred.

•  Experience: Minimum 10 years of federal IT program or project management experience, including 5+ years managing application operations and maintenance contracts at federal civilian agencies. Demonstrated experience managing Firm Fixed Price (FFP) contracts with managed services scope. Prior experience leading teaming arrangements with subcontractors.

•  Certifications: Project Management Professional (PMP) certification required. ITIL Foundation preferred.

Required Technical Skills

•  Proficiency with enterprise project management tools including Microsoft Project, Jira, and Confluence.

•  Working knowledge of Agile/Scrum methodology, sprint planning, and backlog management.

•  Familiarity with software development lifecycle (SDLC) for application O&M engagements.

•  Understanding of federal IT security frameworks (FISMA, NIST SP 800-53) and ability to oversee compliance.

•  Proficiency with the Microsoft Office suite (Word, Excel, PowerPoint, Visio) for deliverable preparation.

•  Familiarity with CMMI-SVC service delivery processes and ISO 9001:2015 quality management practices.

Preferred Qualifications

•  Prior program management experience at a small federal civilian agency (under 500 staff).

•  Experience managing contracts with 200+ monthly ticket volume in a managed services model.

•  Experience supporting federal agencies through legacy application modernization or cloud migration.

•  SAFe Agilist or Certified Scrum Master (CSM) certification.

•  Active public trust or equivalent federal clearance.
