Place of Performance:  Remote within the United States, with periodic travel to Tallahassee, Florida for OCIG meetings, agency onboarding sessions, and user acceptance testing. All development, configuration, testing, and documentation is performed inside State-owned or State-managed environments. No offshore work is permitted under this contract.

 

Position Summary and Objectives:  RJIT Solutions is seeking a Senior Tableau Analytics Engineer to lead the visualization, evidence, and reporting layer of a statewide anomaly detection and decision intelligence platform for the Florida Office of the Chief Inspector General. The platform consolidates procurement, contract, payment, and vendor data from systems including MFMP, FACTS, FLAIR, PALM, STMS, the Vendor Information Portal, SunBiz, and the DFS Data Warehouse, applies configuration-driven business rules and explainable anomaly detection, and delivers role-based dashboards and transaction-level evidence panels to the Chief Inspector General, agency Inspectors General, and State oversight staff across as many as thirty-five agencies.  This role owns what the oversight community actually sees and acts on. Dashboards are not the presentation of the work here; they are the instrument by which a finding is understood, challenged, and defended. Every view must preserve its filter context on export, carry the rule version and data slice that produced it, and be reproducible months later when an audit or an investigation revisits the result. The successful candidate builds to that standard and can explain to an Inspector General why a transaction appears on a screen.  Certified Tableau expertise is a mandatory requirement for this position. Direct experience delivering analytics for a Florida state agency, and familiarity with Florida procurement and financial systems, is required. Because the State of Florida will own the platform, its configuration, and its documentation outright at the end of the engagement, every workbook, data source, and semantic model must be built to be understood and extended by someone other than its author.

 

Technical Requirements: Senior Data Visualization and Analytics Engineer / Oversight Analytics Lead

Tableau development, semantic modeling, and governed self-service

·         Design, build, and maintain the full role-based dashboard portfolio, including executive views providing enterprise anomaly summaries and agency comparison, agency-level views scoped to a single agency's data, cross-agency comparative analysis restricted to OCIG users, and transaction-level evidence panels supporting investigative drill-down.

·         Implement row-level security and permission structures so that an agency Inspector General sees that agency's data and nothing further unless explicitly authorized, enforced consistently at both the data source and workbook level.

·         Build governed, published data sources and extract refresh strategies against the curated Gold layer, applying appropriate extract, live connection, and incremental refresh patterns for performance and reproducibility.

·         Develop calculated fields, level-of-detail expressions, parameters, and actions that support the drill path from an aggregate risk indicator to the individual transaction and its contributing fields.

·         Meet the solicitation's performance thresholds: dashboard page loads under five seconds, filter response under two seconds, and export operations under ten seconds, evidenced through instrumented performance testing rather than demonstration.

·         Establish a standardized reporting template library for PDF and Excel outputs with consistent headers, footers, metadata, State branding, and reproducibility indicators covering timestamp, data source, rule version, and data slice.

·         Ensure every export preserves the filter context active at the time of generation, so that a report can be regenerated later and produce an identical result for audit and legal review.

Data platform engineering and pipeline support

·         Work within an Azure Government tenant using Azure Data Lake Storage Gen2 and Databricks, developing and validating the curated Gold layer models that serve the visualization layer.

·         Support the Raw, Silver, and Gold medallion architecture, including slowly changing dimension versioning, canonical conformance, and reproducibility guarantees across layers.

·         Build and troubleshoot ingestion and transformation logic across multiple pathways, including flat file formats such as CSV, JSON, XML, and Parquet, secure file transfer, structured drop locations, REST and SOAP interfaces, direct data lake connections, and managed file transfer.

·         Write SQL and Python for data transformation, rule implementation, validation, and reconciliation between source system counts and processed records.

·         Support development of Power BI content where the client directs, as the solicitation identifies Power BI workspaces among the State-provided environments.

·         Maintain all workbooks, data sources, semantic models, and supporting code in version control, in editable and non-proprietary formats suitable for handover.

Oversight analytics and business rule support

·         Translate Florida statutory requirements, procurement thresholds, and agency policy into analytical logic and supporting visualizations, working alongside the oversight domain team.

·         Support development and validation of business rules addressing vendor preference and vendor concentration, procurements clustered below competitive thresholds, sole-source and emergency procurement frequency, awards lacking documentation, vendor identity inconsistencies across systems, and unusual award timing or contract modification patterns.

·         Build the evidence presentation so that each flagged record displays its source tables, row counts, date ranges, systems of origin, thresholds applied, rule version, and a plain-language explanation of why it was flagged.

·         Surface composite risk scores and entity-level rollups to vendor, contract, purchase order, cost center, and agency in a form that supports Inspector General investigative workflow.

·         Define and present value realization measures, including potential cost avoidance, potential recoveries, risk exposure identified, investigative referrals generated, and oversight efficiencies achieved.

Agency onboarding, validation, and knowledge transfer

·         Support onboarding of state agencies through discovery, data mapping, access coordination, ingestion setup, validation, user acceptance testing, and training, refining the onboarding playbook between waves.

·         Author and execute user acceptance test scripts for dashboards and evidence panels with OCIG and agency Inspector General participants, and remediate defects to closure ahead of acceptance.

·         Deliver hands-on training to agency oversight staff covering dashboards, evidence panels, and case support features, using reusable materials the State retains.

·         Package workbooks, data sources, test datasets, and configuration so that OCIG staff can independently reproduce any reported result, and demonstrate that OCIG can author and promote a dashboard without vendor assistance.

·         Produce visualization and reporting documentation in fully editable, non-proprietary formats sufficient for a third party to assume operational control.

Security, accessibility, and compliance

·         Apply role-based access control aligned to least privilege, multifactor authentication requirements, and periodic access review across the visualization environment.

·         Build all dashboards, reports, and exports to comply with Section 508 of the Rehabilitation Act as amended, 29 U.S.C. 794(d), and 36 C.F.R. Part 1194, consistent with s. 282.601(1), Florida Statutes, verified through automated scanning and manual keyboard and screen-reader testing.

·         Work within Rule 60GG-2, Florida Administrative Code, applicable NIST SP 800-53 and SP 800-171 controls, and s. 282.318, Florida Statutes.

·         Maintain audit logging and traceability standards sufficient to support legal, audit, and investigative workflows.

Specific Qualifications:

·         MANDATORY: Current Tableau certification at a senior level. Acceptable certifications include Tableau Certified Data Analyst, Tableau Desktop Certified Professional, Tableau Server Certified Associate or Professional, or Tableau Certified Architect. Candidates without an active Tableau certification will not be considered.

·         REQUIRED: Demonstrated experience delivering analytics or data visualization for a State government agency. Direct experience with a Florida state agency is required, and familiarity with Florida enterprise systems including MFMP, FACTS, FLAIR, PALM, the Vendor Information Portal, or the DFS Data Warehouse is strongly preferred.

·         Bachelor's degree in data science, computer science, information systems, statistics, business analytics, accounting, or a related discipline. A master's degree is preferred. Equivalent professional experience will be considered in place of the degree requirement.

·         A minimum of eight years of professional experience in data visualization, business intelligence, or analytics engineering, including at least five years of hands-on Tableau development at enterprise scale.

·         Demonstrated experience implementing row-level security and multi-tenant permission models where separate organizations view only their own data within a shared platform.

·         Hands-on experience building or consuming a layered data architecture on a major cloud platform, with Azure Data Lake Storage Gen2 and Databricks strongly preferred and comparable Spark-based platforms considered.

·         Advanced SQL, including window functions, common table expressions, and query performance tuning against large fact tables. Working proficiency in Python for data transformation and validation.

·         Experience producing analytical outputs that were reviewed, reproduced, or challenged by an independent party such as an auditor, assessor, or inspector general, and that survived that review.

·         Experience with procurement, contract, payment, or vendor master data structures, and with the reconciliation problems that arise when those systems disagree.

·         Power BI development experience is preferred, as the solicitation identifies Power BI workspaces among the State-provided environments.

·         Working knowledge of the National Information Exchange Model or comparable standards-based information exchange is preferred.

·         Must be located within the United States and able to complete a Florida Department of Law Enforcement Level II background screening, including fingerprinting, within five business days of contract award.

·         Must be able to complete client-required training in HIPAA, personally identifiable information handling, FERPA, criminal justice information services, and security awareness within the timeframe established by the client.

Required Software and Tools:

·         Tableau Desktop, Tableau Server or Tableau Cloud, and Tableau Prep, including published data sources, extract strategies, and permission and row-level security administration

·         Azure Government, Azure Data Lake Storage Gen2, and Azure Data Factory or equivalent orchestration

·         Microsoft Office Suite, including Excel at an advanced level for reconciliation and analysis

Required Skills and Expertise:

·         Ability to design a dashboard around the decision it supports rather than around the data available, and to defend that design to an oversight audience.

·         Disciplined evidence practice, meaning every figure on a screen traces to a named source table, a row count, a date range, and a rule version.

·         Fluency in performance tuning at the visualization layer, including extract design, aggregation strategy, and query reduction.

·         Comfort building for handover rather than for personal use, since the State will own and extend everything produced under this program.

·         Strong written communication, including the ability to document a dashboard, a data source, and a calculation in language a non-technical reviewer can evaluate.

·         Experience working under acceptance-gated delivery, where a deliverable is incomplete until its documentation and evidence are accepted.

·         Collaborative working style across a prime contractor, a subcontractor, and multiple government stakeholders who do not report to one another.

·         Sound judgment about data limitations, including the willingness to record an assumption as a constraint rather than presenting it as fact.

Other Requirements:

·         This is a full time position at one full time equivalent for the duration of the engagement.

·         Remote work within the United States is authorized. Periodic travel to Tallahassee, Florida may be required for client meetings, agency onboarding, and user acceptance testing.

·         All work must be performed within the United States. Offshore work is prohibited under this contract.

·         All development, configuration, testing, and documentation must be performed inside client-owned or client-managed environments. Work product may not be developed in vendor-hosted or external environments, and no proprietary runtime may be required for the client to execute or modify any deliverable.

·         The successful candidate will execute a non-disclosure agreement and attest to compliance with Chapter 119, Florida Statutes, and s. 282.318, Florida Statutes.
