About the Position

Dynamic Systems Technology, Inc. (DysTech) is seeking a Senior/Intermediate Analyst (Team Lead) to support the U.S. Coast Guard Office of Privacy Management. In this role, you will serve as the on-site team lead, providing day-to-day leadership and oversight while supporting Freedom of Information Act (FOIA) and Privacy Act operations. You will coordinate workloads, mentor team members, serve as the primary point of contact for Government representatives, and ensure contract requirements are performed accurately, efficiently, and in accordance with established policies and procedures.

Key Responsibilities

Tasks include but are not limited to:

  • Serve as the day-to-day Team Lead and primary point of contact for the Contracting Officer's Representative (COR).
  • Provide leadership, guidance, and oversight to contractor personnel supporting FOIA and Privacy operations.
  • Coordinate daily workloads and ensure assignments are completed accurately and within required timeframes.
  • Support employee onboarding, training, and integration into the program.
  • Review and process FOIA requests and support Privacy compliance activities.
  • Review Privacy Threshold Analyses (PTAs), Privacy Impact Assessments (PIAs), Privacy Act Statements, System of Records Notices (SORNs), and information sharing agreements.
  • Assist with tracking program metrics, maintaining documentation, and updating Standard Operating Procedures (SOPs).
  • Identify operational challenges and recommend process improvements to enhance efficiency and quality.
  • Maintain effective communication with Government stakeholders while ensuring exceptional customer service.

Required Qualifications

  • Bachelor's degree in Business or a related field.
  • Minimum of five (5) years of experience reviewing and processing FOIA requests or supporting Privacy compliance; OR 
    • Eight (8) years of general office experience and two (2) years of experience reviewing and processing FOIA requests or supporting Privacy compliance.
  • Demonstrated leadership or supervisory experience in a Federal contract environment.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
  • Ability to obtain and maintain any required Government background investigation or credentials.

Preferred Qualifications

  • Experience supporting the U.S. Coast Guard, Department of Homeland Security, or other Federal agencies.
  • Knowledge of FOIA and Privacy Act regulations, policies, and best practices.
  • Experience leading teams in a hybrid or on-site Federal environment.
  • Experience developing or maintaining Standard Operating Procedures and performance metrics.

Work Location

This position primarily supports the U.S. Coast Guard Headquarters in Washington, DC. Team Leads normally work on-site and serve as the primary interface with Government personnel, with telework available only as authorized by the Government.
