Overview

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Proposal Manager/Strategy Director to lead full-lifecycle federal proposal efforts and shape winning capture strategies. This role blends hands-on proposal execution with strategic leadership, supporting growth across DoD and other federal customers. The ideal candidate is both a strong writer and a strategic thinker who thrives in deadline-driven environments.

Must be located in Washington, D.C. metro area to receive consideration.

Key Responsibilities

Tasks include but are not limited to:

  • Lead and manage the full lifecycle of federal proposals, including Technical, Management, Staffing, and Cost volumes, from kickoff through submission.
  • Ensure strict compliance with all solicitation requirements, instructions, and evaluation criteria.
  • Develop compelling, high-scoring proposal content that highlights differentiators, strengths, and win themes to enhance probability of win (PWIN).
  • Collaborate with Business Development and Capture teams to shape proposal strategies, win themes, and competitive positioning.
  • Assist in building strategic, compliant, and effective teaming arrangements, including evaluating non-disclosure agreements (NDAs) and teaming agreements.
  • Coordinate and incorporate feedback from color team and draft reviews to strengthen proposal narratives and ensure compliance.
  • Remain engaged throughout the proposal lifecycle to maintain message consistency and narrative quality.
  • Support other corporate, business development, or program-related initiatives as needed.

Required Qualifications

  • Bachelor’s degree (master’s preferred).
  • Proven experience identifying, decomposing, organizing, and responding to Federal Government solicitations.
  • Demonstrated ability to write compliant and compelling technical and management narratives, resumes, past performance, experience sections, and proposal plans.
  • Strong understanding of federal acquisition processes and proposal best practices.
  • Willingness and flexibility to work extended hours during proposal deadlines as required.

Preferred Qualifications

  • Proposal or project management experience.
  • Writing experience supporting Department of Defense (DoD) customers.
  • Experience contributing to or managing cost proposals.
  • Graphic development experience.
