Position Overview
Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Alternate Program Manager (APM) to support a large, multi-site federal services contract providing EFMP Systems Navigation and Army Community Service (ACS) Compliance Support. The APM supports the Program Manager in the daily management and execution of contract requirements and serves as the authorized lead in the Program Manager’s absence.
This role is San Antonio–based and requires close coordination with Government stakeholders at IMCOM Headquarters.
Key Responsibilities
Tasks include but are not limited to:
- Support the Program Manager in overseeing day-to-day contract operations and performance
- Act with full authority on behalf of the contractor when serving in the Program Manager’s absence
- Assist in managing geographically dispersed contractor and subcontractor personnel
- Monitor compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Quality Control Plan (QCP)
- Support staffing oversight, workforce retention, vacancy tracking, and onboarding activities
- Review contract deliverables, reports, and documentation for accuracy and compliance
- Assist with preparation and participation in Government meetings, briefings, inspections, and interim progress reviews
- Coordinate with Government representatives (KO, CORs, and technical monitors) on operational and performance matters
- Ensure personnel compliance with required training, security, and access requirements
- Support transition activities, including knowledge transfer and continuity of operations
Required Qualifications
- Bachelor’s degreein one of the following fields:
- Social Work
- Psychology
- Marriage, Family, and Child Counseling
- Counseling or Behavioral Science
- Education
- Community Health or Public Health
- Business Management
- Minimum of 6–8 years of experience in program management, project management, or supervisory roles
- Demonstrated experience supporting or managing Government contracts
- Strong organizational, communication, and problem-solving skills
- Ability to manage competing priorities in a fast-paced, compliance-driven environment
Preferred Qualifications
- Prior military service or experience supporting military or family readiness programs
- Experience with EFMP, ACS, or other human services–based federal programs
- Familiarity with Government reporting, compliance, and performance monitoring processes
- Experience supporting geographically dispersed teams
Work Location & Schedule
- Based in the San Antonio, TX area to support IMCOM Headquarters coordination
- Limited situational telework may be authorized only in accordance with contract requirements
