Program Manager – Military & Family Readiness Staff Training

Salary Range:  $115000 - $175000 year

Summary of Role:

Dynamic Systems Technology, Inc. (DysTech) is seeking an experienced Program Manager (PM) to lead the delivery of Military & Family Readiness Staff Training (MFRST) Support Services for the National Guard Bureau (NGB) J1. The Program Manager will serve as the primary contractor representative and is responsible for overall task order performance, compliance, quality control, and successful execution of nationwide training support services. The PM provides day-to-day leadership, oversees a geographically dispersed workforce, manages training coordination and curriculum development activities, and serves as the primary point of contact with Government stakeholders.

Responsibilities:

  • Provide overall leadership, management, and direction for all contract activities supporting NGB Military & Family Readiness Staff Training.
  • Serve as the primary point of contact with the Contracting Officer, COR-RA, COR-HRS, and other Government stakeholders.
  • Manage day-to-day task order operations, including staffing, scheduling, workload distribution, and issue resolution.
  • Oversee training coordination, curriculum development/modification, and instructor support for virtual and in-person training events.
  • Ensure compliance with all PWS requirements, performance standards, reporting requirements, and quality metrics.
  • Develop, implement, and maintain the Quality Control Plan (QCP) and ensure continuous performance monitoring and improvement.
  • Lead transition-in, ongoing operations, and transition-out planning to ensure continuity of services.
  • Monitor contract execution to identify risks, staffing gaps, or funding issues and provide timely notification to the Government.
  • Oversee preparation and submission of required deliverables, including Task Order Status Reports (TOSRs), training plans, meeting minutes, and other contract documentation.
  • Ensure contractor personnel comply with all security, training, and administrative requirements, including background checks, CAC processing, and mandatory training.

Requirements:

  • Education
    • Bachelor’s degree required, Master's degree preferred
    • In lieu of a bachelor’s degree, a minimum of fifteen (15) years of relevant experience in military and family readiness and staff training may be substituted
    • PMP or equivalent preferred
  • Experience
    • Minimum of five (5) years of experience in military and family readiness programs
    • Three (3) to five (5) years of program or project management experience
    • Experience managing large, geographically dispersed teams and complex training programs
    • Familiarity with National Guard (ARNG and ANG) Military & Family Readiness programs strongly preferred
  • Knowledge & Skills
    • Strong understanding of Military & Family Readiness, Financial Readiness, Employment Assistance, Transition Assistance, and related programs
    • Experience managing virtual and in-person training programs
    • Proven ability to manage performance metrics, quality control processes, and contract reporting
    • Strong organizational, leadership, and problem-solving skills
    • Excellent written and verbal communication skills
    • Proficiency with Microsoft Office tools, including Teams, Word, Excel, PowerPoint, and Forms
  • Security Requirements
    • Must be a U.S. Citizen
    • Must be able to obtain and maintain a favorable Tier 1 background investigation (NACI)
    • Must meet CAC eligibility requirements and comply with all DoD, Army, Air Force, and NGB security and training requirements
