Job Description
The Cow Creek Band of the Umpqua Tribe of Indians invites qualified candidates to apply for the position of Chief of Police. This esteemed full-time role requires a dedicated leader who is committed to overseeing law enforcement within the Tribal community. The position is on-site at the tribal headquarters and entails comprehensive involvement in both strategic oversight and daily operations of the police department. It is not a remote job, reflecting the need for constant on-the-ground interaction and leadership within the community.
The Chief of Police is the highest-ranking officer in the Tribal police department and carries significant responsibility for maintaining public safety and upholding the law. Reporting to the Law Enforcement Commission, this vital role integrates both administrative and operational duties to bolster community relations and ensure effective policing strategies.
Duties and Responsibilities
- Plan, direct, and evaluate the overall operation of the police department, ensuring compliance with Tribal and State law enforcement standards.
- Maintain confidential information received in verbal, written, and electronic formats, limiting access based on necessity.
- Monitor situations actively, intercede in any potentially volatile scenarios before escalation, and apply reasonable force as needed to control situations.
- Manage the police department, including tasks such as hiring, assessing, disciplining, and evaluating staff.
- Prepare and manage the department's budget, set priorities for capital expenditures, and maintain transparent communication regarding budgets.
- Lead continued training and professional development for all staff to maintain high standards of law enforcement.
- Develop and implement policies, procedures, and programs aimed at enhancing operational efficiency and effectiveness.
- Lead day-to-day operations by supervising police personnel, managing contracts, producing reports, conducting investigations, and documenting complaints.
- Participate in shift coverages to minimize officer fatigue and manage absence requests effectively.
- Perform all duties and responsibilities in accordance with Tribal Laws, By-laws, and Ordinances.
- Seek alternative sources of funding for departmental programs and equipment by writing grant proposals.
- Carry out various administrative duties including responding to inquiries, attending meetings, completing and revising reports and statistics, and overseeing departmental payroll and invoices.
- Act as a visible, accessible, and responsive leader, inspiring trust and confidence within the community and the workforce.
Requirements
- Bachelor’s Degree (B.S. or B.A.) required, or equivalent years of experience in lieu of degree.
- A minimum of five years experience in a supervisory role within a police department, preferred.
- Five years of progressive responsibilities in law enforcement, required.
- Ability to obtain Oregon DPSST Police Officer Advanced Certification or higher (Supervisory or Management Certification) within eighteen months.
- Strong competence in using computer programs such as Word, Outlook, Excel, and Publisher.
- Thorough knowledge of relevant laws at the City, State, and Federal levels.
- Strong decision-making skills, capable of enforcing rules and adhering to guidelines with empathy and respect.
- Exemplify strong ethical judgment and cultural sensitivity, adaptable to limited resources.
- Current and valid Oregon Driver’s License with eligibility to qualify for the Driver's Program.
