Job Description

The Cow Creek Band of the Umpqua Tribe of Indians is excited to announce a career opportunity for a dedicated and dynamic Public Health Manager. This full-time position is a compelling opportunity for individuals passionate about public health and community welfare. The successful candidate will be an integral member of our Public Health Department. Please note that this is not a remote job, and the selected individual will be required to work on-site.

The Public Health Manager is responsible for the overall planning, implementation, and evaluation of public health programs and initiatives. The incumbent will lead efforts in policy development, program management, and community health planning. This position plays a crucial role in advancing the health and safety of the tribal community through innovative public health strategies and effective program management.

Duties and Responsibilities

  • Develop, recommend, and implement programs and policies and establish health services infrastructure.
  • Ensure services are rendered according to legal and professional standards and in compliance with local, state, and federal laws.
  • Manage annual program reviews, complete community assessments, and lead quality improvement processes.
  • Oversee and coordinate public health programs, ensuring compliance with laws and regulations.
  • Monitor program activities, conduct quality assurance audits, and evaluate program outcomes and effectiveness.
  • Research community health care needs and available resources; plan and implement new programs and changes based on findings.
  • Hire and supervise Public Health staff; prepare performance evaluations; recommend and administer progressive discipline.
  • Conduct and/or facilitate staff training and development programs; promote cooperative team efforts among staff, other departments, and external stakeholders.
  • Administer public health budgets and resources; assist the Head of Operations in developing public health budgets.
  • Analyze data to identify trends and gaps; make recommendations for improvements.
  • Communicate effectively with the public, clients, physicians, hospitals, and other agencies like the Northwest Portland Area Indian Health Board and the State of Oregon.
  • Maintain patient and program records; prepare required reports accurately and timely.
  • Participate in state and local organizations to promote and coordinate public health care services; serve as a liaison with relevant stakeholders.
  • Prepare grant applications, administer grant funds, monitor expenditures, and collect data for regular grant reports.

Requirements

  • Bachelor's degree in Public Health, Healthcare Management, or a closely aligned field required; Master’s degree in public health or other closely related area is preferred.
  • Minimum two years of Public Health experience, with five years preferred.
  • Experience in supervisory and staff management roles.
  • One to two years of experience in project management with proven project leadership and success.
  • Experience working with tribal communities or tribal organizations for one to two years.
  • Ability to be a self-starter, work autonomously and independently with minimal day-to-day supervision.
  • Advanced skills in Microsoft Office Package (Access, Excel, Word, Publisher, PowerPoint).
  • Excellent written and verbal communication skills.
  • Must be highly organized and motivated, capable of managing complex projects.
  • Ability to demonstrate discretion, tact, knowledge, and judgement in working effectively with various professionals and facilitating participation and partnership in program activities.
  • Sensitivity to cross-cultural differences, with the ability to work effectively within their context.
  • Ability to travel as requested.
  • Must possess a current valid Oregon Driver's License.
